The U.S. Department of Education has declared almost 200 tv programs "inappropriate for captioning", and is denying federal grant requests to make them accessible to the hearing impaired.

Oh, but wait, it gets better: they won't disclose the guidelines they're operating under, and won't name the five judges who chose which shows were and weren't appropriate. The National Association for the Deaf found one of the judges, who says he was contacted individually, had no idea he was part of a panel, and had no idea his views would be used for censorship.

Among the shows on the disapproved list are such inappropriate and controversial titles as "Documentary: Hollywood & the Holocaust", "Emergency Vets", "Inspector Gadget's Field Trip", "Pokemon", and "Bed Bug Bible Gang".

This decision affects 28 million deaf and hearing-impaired tv viewers.
