Isn't it? I can't think of another villain who I'd buy doing something like this...Doctor Doom? Luthor? the mind boggles! But Joker, definitely...all the way down to the little road runner dust cloud he leaves behind.

The short answer is that it originated with a video game that was translated *amazingly* badly, so badly that its broken english inspired a nation.

As for appreciating the cartoon, you probably have to have the context of what comics look like these days--DC and Marvel seem to be in a race to see how many cities they can wipe out with their plotlines. All the supervillains out there want to either destroy or rule the world. In a genre like that it's just refreshing to see Joker, keeping his eye on the small details.

Poor kid. On the other hand, he didn't have his hands and face replaced with doll parts as part of a macabre scheme to manipulate the city's water system, so I suppose he got off okay...
