As a point of interest, I thought I'd poke at Victorian slang, just on the off-chance it had something interesting regarding this fascinating bit of slang in it.

I found this page and the entertaining term, "Haymarket Hector." And "Mandrake"! I like "Mandrake"! Even if it probably only applies to gay men.

A hollaback girl is likely a chick who responds to a booty call. They give you a "holler back" and the deal is sealed.

Thats what he thought. It makes enough sense for me to satisfy my curiosity for the duration that this song will likely be on the radio.
